Homeland security officials predict that the United States is at significant risk for a chemical attack. Yet, 18 months after the anthrax attacks overloaded the state public health laboratories, they remain dangerously unprepared to meet a chemical terrorist attack, according to a study issued recently by Trust for America's Health, a public health advocacy group.
