Drugged state: Pennsylvania could do more to curb overdoses

The report by the Robert Wood Johnson Foundation and the Trust for America’s Health said West Virginia had the most drug-related fatalities, more than double the national average of 13.4 deaths per 100,000 people. Pennsylvania fared poorly, too, ranking just behind No. 8 Ohio.
