Sheriff’s deputies, police officers and prosecutors are committed to putting the criminals who orchestrate and profit from this invasion behind bars. But they know we cannot arrest our way out of this problem.

Drug addiction isn’t just a law enforcement crisis; it’s a health care crisis. An effective solution must include substance abuse treatment, but many of those struggling with addiction lack health insurance and financial resources to achieve recovery on their own. Public treatment programs are overwhelmed by demand. A 2013 report by the Trust for America’s Health found that just one in 10 Americans with a substance abuse disorder receives treatment.
