A report issued by the Trust for America's Health last year found Delaware had the 10th highest drug overdose mortality rate in the United States. There were 140 suspected overdose deaths in the state in 2013, according to the state Medical Examiner's Office, though deaths are not categorized by the type of substance ingested.

"The fact that this medication is such a harmless medication, I don't know why we wouldn't allow this in the hands of parents who have sons and daughters to save their lives," said Humes. "This seems to me to be such a no-brainer."
