Critics have emerged over the state's ability to respond to a flu pandemic, however. Last week the Senate Republican Caucus pointed to a 2008 study which ranked Maryland at the bottom of states in terms of preparedness for diseases, disasters and bioterrorism.
The study from the Trust for America's Health and the Robert Wood Johnson Foundation said Maryland met only half of their benchmarks and Republicans questioned the adequacy of antiviral medications the state has on hand.
