ALABAMA HEALTH officials, with Gov. Bob Riley's prodding, have greatly improved the state's ability to respond to a general health emergency. In the dangerous post-9/11, avian-flu world we live in, a state's capability to diagnose, treat and protect people during a public health emergency isn't a luxury, it's a crucial necessity.
