"The job has not been as visible a bully pulpit under Dr. Carmona as it was under some other surgeons general," said Rich Hamburg, director of government relations for Trust for America's Health, an advocacy group. "We would like to see a stronger surgeon general, as well as a stronger assistant secretary for health." But Hamburg added that Carmona had "done some good work," including issuing a recent report on health dangers of second-hand tobacco smoke.
