State Lags in Bioterror Preparation

More than three years since millions of dollars began flowing to California to defend against bioterrorism, the state government still is scrambling to put its share of the money to good use... ...Last month, the nonprofit group Trust for America's Health issued a score card on states' readiness to defend against bio terrorism. California rated a mediocre 5 on a scale of zero to 10.
