Wellness and Prevention Health Reform Digest 

        

  • Senate leadership has announced the framework of a deal that would, among other things: extend continuing resolution funding for fiscal year 2018 until late March, make two-year overall increases in both defense and non-defense discretionary spending, raise the debt ceiling, extend funding for the Children’s Health Insurance Program and enhance funding for community health centers. It also includes funding increases for the National Institutes of Health and to fight the opioid epidemic.
  • After reviewing final legislative language this morning, it appears the deal would result in a net $1.35 billion in cuts over time to the Prevention and Public Health Fund.  This includes increases in the short-term (FY 2019-21), removing the $100 million cut set for FY 2019, combined with larger cuts over the next several years. We have prepared this chart to help illustrate the differences between current law and the House and Senate proposals.
  • While it is disappointing that public health is bearing the brunt of the health cuts, we are relieved that the base funding has been protected and the proposed long-term cuts to prevention were mitigated in the Senate version. We know our Senate allies worked hard to reduce those cuts as much as they could. Public health advocates will have to continue to educate Congress on why a strong investment in public health is a critical part of the health continuum – and how prevention differs than treatment.
  • With the support of both Senate leaders, this deal is expected to pass the Senate later today and be sent to the House where passage is likely, but still uncertain. Congress must pass legislation by midnight tonight to avoid a shutdown.  Thank you for your ongoing support of public health funding.

  • The National Network of Public Health Institutes (NNPHI) has issued a call for nominations for the 2018 Awards Program at its annual conference this May. “NNPHI welcomes all network members as well as partners to nominate individuals and organizations for {several} awards categories for 2018.”

      Reports and Announcements

  • Here are two recent publications from the CDC:
    • According to a new Vital Signs report, “Children with asthma in the U.S. are having fewer asthma attacks, missed school days, and visits to the hospital. Still, more than half of children with asthma had at least one attack in 2016.” A fact sheet summarizing the report is also available.
    • “Seasonal flu vaccination campaign materials are available to assist partners in communicating about the importance of vaccination.  This digital toolkit includes details on events/activities, sample social media and newsletter content, graphics, web assets, and media prep material.  This material is downloadable, shareable, and some of the material is customizable.”

Opportunities/Deadlines    

Sign On Documents and Opportunities for Input

  • The National Alliance for Nutrition and Activity (NANA) is asking organizations to sign a pledge to have healthy meetings, conferences, and events.  To assist organizations, NANA has developed a Healthy Meeting Toolkit. (no deadline)

·         Late Monday afternoon the House Rules Committee approved a resolution that would permit the full House to consider H.R. 772, the Common Sense Nutrition Disclosure Act later this week.  The bill would significantly alter the national menu labeling requirements. TFAH sent a letter to the committee urging opposition to H.R. 772. The Center for Science in the Public Interest has an action alert you can use to weigh in.

Funding Opportunities and Awards

  • The Collaborative on Health Reform and Independent Living has announced a new 2018-2019 postdoctoral program in disability policy research. It is “seeking qualified candidates who are interested in developing research on people with disabilities to influence policies, opportunities, and outcomes for this community.” Each fellow will be hired as a research associate at the Washington State University (WSU) Department of Health Policy and Administration.
  • Voices for Healthy Kids is currently accepting grant applications for campaigns focused on “effective strategic investments in ongoing state, local, and tribal public policy issue campaigns in order to increase public policy impact on healthy weight and living among children.” Grants should be focused on one of the targeted policy levers. (Deadline, Friday)
  • The Kresge Foundation will begin accepting applications on April 2nd for its Emerging Leaders in Public Health (ELPH) initiative – “an 18-month leadership development initiative aimed at helping current and future local public health department leaders advance innovative models, which improve their organizations and position them for new opportunities to meet the changing health needs of their communities.” (Deadline, April 30th)
