Wellness and Prevention Health Reform Digest 

 Reports and Announcements

  • This week is National Public Health Week (NPHW), sponsored by the American Public Health Association (APHA). The NPHW website provides daily public health themes, as well as a list of events happening around the country to mark the occasion.
  • The California Endowment has released new materials related to their Building Healthy Communities (BHC) program, a 10 year effort (2010 – 2020) aimed at achieving health equity. BHC has logged more than 500 “local wins” across its 14 sites, and has published a list of “North Star Goals.”
  • Last week the Centers for Disease Control and Prevention (CDC) released a report showing that drug overdose deaths are still on the rise across the country, driven in large part by synthetic opioids such as fentanyl. The CDC found that “deaths increased in all categories of drugs examined for men and women, people ages 15 and older, all races and ethnicities, and across all levels of urbanization.”
  • The National Safety Council released a new report, Prescription Nation, which  “shows just 13 states and Washington, D.C., have implemented comprehensive, proven actions to eliminate opioid overdoses and help protect their residents.” The report found improvement in some states but gave eight a failing grade. The report looked at categories including mandating prescriber education, implementing opioid prescribing guidelines, integrating prescription drug monitoring programs, improving data collection and sharing, treating opioid overdose, and increasing availability of opioid use disorder treatment.

 

      Funding Opportunities

  • The Kresge Foundation is accepting applications for its Emerging Leaders in Public Health (ELPH) initiative – “an 18-month leadership development initiative aimed at helping current and future local public health department leaders advance innovative models, which improve their organizations and position them for new opportunities to meet the changing health needs of their communities.” (deadline, April 30th)

      • If you cannot make the briefing, the next Dialogue4Health webinar is scheduled for Tuesday, May 1st from 1:00 – 2:30 p.m. (ET) and will also focus on the Pain in the Nation report.

 

Opportunities/Deadlines    

Sign On Documents and Opportunities for Input

  • The National Alliance for Nutrition and Activity (NANA) is asking organizations to sign a pledge to have healthy meetings, conferences, and events.  To assist organizations, NANA has developed a Healthy Meeting Toolkit. (no deadline)
  • The Center for Science in the Public Interest has issued an action alert opposing the Common Sense Nutrition Disclosure Act (S.261), which would weaken the national menu labeling law.
  • March for Science and American Psychological Association open letter to Congress asking for funding approval and “support needed to make evidence-based policies to prevent gun violence a reality.” To sign on.
  • Association of State and Territorial Health Officials (ASTHO) has launched an initiative urging Congress to increase funding for CDC 22 percent by FY22. To sign on.

Regulatory Comments

  • The U.S. Food and Drug Administration (FDA) has opened comment periods on four tobacco issues:
  • A draft concept paper entitled “Illicit Trade in Tobacco Products after implementation of an FDA Product Standard.”
  • An advance notice of proposed rulemaking “to seek comments and scientific data related to the patterns of use and resulting public health impacts from what are often referred to as “premium” cigars to inform the agency’s regulatory policies.”

Funding Opportunities and Awards

  • Action for Healthy Kids (AFHK) has announced a new series of grants for the 2018-19 school year. (deadline- Friday, April 6th)
  • CDC’s Division for Heart Disease and Stroke Prevention and the Million Hearts® initiative have announced that the 2018 Million Hearts® Hypertension Control Challenge is “open to receive applications from health professionals, practices, and health systems that show excellence in achieving hypertension control rates of 80 percent or greater over a 12-month period.” (deadline- Friday, April 6th)
  • The Substance Abuse and Mental Health Services Administration released a funding opportunity announcement (FOA), Enhancement and Expansion of Treatment and Recovery Services for Adolescents, Transitional Aged Youth, and their Families, also known as the Youth and Family TREE.  “The purpose of this program is to enhance and expand comprehensive treatment, early intervention, and recovery support services for adolescents (ages 12-18), transitional aged youth (ages 16-25), and their families/primary caregivers with substance use disorders (SUD) and/or co-occurring substance use and mental disorders.” Eligible applicants include federally recognized American Indian/Alaska Native (AI/AN) tribes, tribal organizations, Urban Indian Organizations, and consortia of tribes or tribal organizations.  Deadline is April 10th.
  • CDC has issued the funding opportunity Promoting Adolescent Health through School-Based HIV Prevention. “This new opportunity aims to improve the health and wellbeing of our nation’s youth by working with education agencies and other organizations to reduce HIV, STD, teen pregnancy, and related risk behaviors among middle and high school students.”
  • 100 Million Healthier Lives and the Robert Wood Johnson Foundation have issued a request for proposals for States of Solutions, which provides free technical assistance to advance planning at the state level on health disparities. The deadline to apply is Friday, April 20th.
